Daulat Hawaldar is an Alemao man, complaint lodged against his transfer as South Goa Collector

South Goa electorate that wants a change from the old Alemao regime with scams that are swept under the carpet be alert. Daulat Hawaldar has been transferred to South Goa as District Collector. A proven Alemao disciple, as Collector he will be calling the shots. This is a disturbing development considering that the Alemao famiglia plans to double its representation in the Goa Assemly from two family members of Joaquim and Churchill to their respective children Yuri and Valanka Alemao. Aires Rodrigues has leapt into the breach, others need to stop this too.

A complaint has been today filed by Adv. Aires Rodrigues with the Election Commission of India against the appointment of Mr. Daulat Hawaldar as Collector and District Election Officer for South Goa.

Adv. Aires Rodrigues has in his complaint stated that Mr. Daulat Havaldar has been working under Urban Development Minister Mr. Joaquim Alemao for seven years and has been known to be very close to the Alemao family whose four family members are contesting the Assembly elections from South Goa.

Stating that the appointment of such a politically manageable and pliable officer was contrary to the Election Commission’s intent and desire to ensure free and fair polls, Adv. Rodrigues has drawn the
attention of the Election Commission that Mr. Hawaldar had managed to remain untransferred since 2005 as Director of Municipal Administration under Urban Development Minister Mr. Joaquim Alemao.

Stating that Mr. Hawaldar is perhaps the only officer to be in the same post for so long, Adv. Rodrigues has stated that Mr. Hawaldar has been also holding the additional post as Member Secretary of the State Urban Development Agency which is also a department under Minister Mr.
Joaquim Alemao.

Adv. Rodrigues has stated that it would be most inappropriate to post an officer so very close to the Alemao family as the Collector and District Election Officer in the very District in which the four
Alemaos are set to contest.

Adv. Rodrigues has also stated that while Mr. Daulat Hawaldar as the Director of Municipal Administration under Minister Joaquim Alemao the Vigilance department of the Goa Government had probed the Hyquip issue relating to the garbage disposal plant at Sonsoddo and that there was
a clear finding by then Vigilance Secretary Mr. Diwan Chand that it was a multi crore scam.

Adv. Rodrigues has also drawn the Election Commission’s attention that at the behest of Mr. Joaquim Alemao, Mr. Daulat Hawaldar had also proceeded with the illegal construction of a wall at Baina Beach in rank violation of the CRZ rules and that the High Court had directed that the cost of that illegal construction with public funds be recovered from Mr. Hawaldar and other officers.

Further stating that all these illegalities were also highlighted in the audit report of the Comptroller and Auditor General of India (CAG), Adv. Rodrigues has stated that these illegalities could not
have been committed without the aid and connivance with Mr. Daulat Hawaldar.

Stating that it has to be ensured that every government employee remains non-partisan, Adv. Rodrigues has stated that this cannot be ensured with Mr. Daulat Hawaldar as Collector and District Election Officer for South Goa in view of the publicly known fact that he has been a very close aid and accomplice of the Alemao family.

Adv. Rodrigues has urged the Election Commission that in the interest of ensuring the conduct of free and fair polls that Mr. Daulat Hawaldar be not allowed to act as Collector and District Returning
Officer of South Goa.
